Permanent Magic on Halloween

When Witch University was first established, an enchantment was placed on the campus. All spells cast at Witch University become permanent at midnight on Halloween. This is the plot of the fourth Halloween Town movie, Return to Halloween Town. The bad guys in Return to Halloween Town movie, the Dominion, tried to use this to rule Halloween Town and it was up to Marnie Piper to stop them.
